MONICA EFFIO initiated her legal career as a Contracts Attorney atthe Interoceanic Region Authority of Panama where she was responsible forpreparing legal documentation for the execution of real estate projects on reverted lands to Panama from the U.S. military as a result of the Torrijos-Carter Treaties. In 2005 she joined the law firm Motherway&Napleton, LLP in Chicago, Illinois as a foreign attorney to provide legal assistance to attorneys in all phases of litigation in State courts on plaintiff personal injury and medical malpractice cases. From 2007 until 2015 Ms. Effio was a Senior Legal Counsel at the Panama Canal Authority (ACP) for the Expansion Program of the Panama Canal, specifically for Design and Construction of the Third Set of Locks. Ms. Effio actively participated in all stages of this project commencing from the prequalification process to the Request for Proposals and its evaluation of the Design and Construction of the Third Set of Locks,a 3.2. Billion Dollars project. Her main functions duringthe last four years of her career at the ACP was defending claims,disputes and acting in international arbitrationsas well as providing legal advice to the project control team, dispute team and ACP management. Ms. Effio also acted as General Manager of the Legal Section for the Panama Canal Expansion Program in several occasions and has been recognized in the ACP for her valuable contributions to successfully win disputes over 50M before the Dispute Adjudication Board. In 2015, Ms. Effio joined Qatar Railways Company in Doha, Qatar for the design and construction of the Doha Metro, a US$8.2Billo Dollars project, as a Senior Legal Counsel for construction and disputes matters. Ms. Effio is specialized in FIDIC contracts, procurement, construction claims, disputes and international arbitration for major infrastructure projects.
